What /create-company instantiates: a standing agile company of agents behind a project.
The Founder sets the contracts; an agent CEO runs it inside them; the career ladder is the kit's
escalation ladder; the studio is the non-agentic tools; HR is watch-local. Every chair is filled,
each with a backup (cap-fallback) and a promotion path — staffed from the model registry.
Writes and amends the contracts. Not an operator — governs in advance, deny-by-default outside the lines.
Scope · budget ceiling · irreversibility lines (ship to dev freely, prod escalates) · quality bars · escalation triggers · review clause. The CEO's authority IS the sum of its contracts — pre-approved localized judgement, so "never self-approves" holds.

The C-suite — conductors, one per department
Each chief is a conductor agent. Under each, the department's career ladder = the escalation ladder: the weakest-capable rung tries first, a failure promotes the ticket up with its report attached, and ≥70% of tokens stay at Senior-or-below. Every rung also names its backup — the pool it fails over to when its own caps.

How create-company staffs a project
The project's task types decide which departments carry the load — an app leans CTO+CQO+COO, a research report inverts it — but every seat is still filled (a quiet seat is staffed and idle, not empty).
Each seat fills from the lowest capable rung, records its backup pool, then escalates on need. The auditor seat is always CROSS-FAMILY from whatever built the work.
A 1-token probe verifies the model id + pool; one bounded task verifies the seat. Unprobed = ⚠ in NOTES. A capped pool re-routes to the named backup automatically.
The staffed company is written to staffing.yaml; /begin boots the project AS the company and /continue resumes it — each department's gate folded into the unit gates.
